Ukraine is under pressure from the Trump administration to sign a peace deal by Thanksgiving Thursday or face a loss of intelligence sharing as well as weapons. Army Secretary Dan Driscoll presented the plan to Ukrainian President Volodymyr Zelensky, which states that should Ukraine not comply, they will see an end to intelligence sharing and weapons deliveries.

Ukraine will have to give up some land under the plan, which Zelensky has previously said is a non-starter. That includes the entire eastern Donbas region. The area that Russia has taken during this current conflict will remain theirs in both Kherson and Zaporizhzhia, per the New York Post.

The war-torn nation would never be permitted to join NATO under the plan and would pledge to not seek membership to that treaty organization. The Biden administration had dangled the possibility of NATO membership before Zelensky and Russian President Vladimir Putin balked at the idea of having a NATO member on his doorstep.

Ukraine would also be required to limit the number of their military troops to just 600,000 and there would be no NATO troops in Ukraine. Russia would be back in the G7, an organization from which the country was shunned after their aggression against Ukraine under the Obama administration in 2014. During that conflict, they annexed the Crimea.

The plan under the Trump administration has been in the works behind the scenes. In addition to the reduction in the size of Ukraine's armed forces, Ukraine would have to return long-range missiles that are capable of reaching the Russian capitol of Moscow. International brigades would also be broken up and banned under the plan and there would be no international NATO security force in the country.

Moscow so far seems into the 28-point plan, but they have not confirmed that developments toward peace were actually under way. "There has been nothing new in addition to what was discussed in Anchorage," said a Kremlin spokesperson. Zelensky's team has not commented publicly.

President Donald Trump came into office in 2025 after months of campaigning on a promise to bring an end to the conflict between Ukraine and Russia within 24 hours of reentering the White House. Since then, he has said that it has been a difficult conflict to resolve specifically because Ukraine has declined terms of a peace proposal.

Supporters of Ukraine, who have spoken out for NATO nations to come to their defense, are not thrilled with the plan. "It’s always been enough to defend, but never to win. And, now, this obscene and disastrous « plan ». I, more than ever, stand with Ukraine, with President Zelenskyy and with his companions of fight. They defend the free world," said Bernard-Henri Levy. Columnist Douglas Murray stated that the peace plan would "reward" Russia for having started the war.

Trump has been disappointed in Russia, saying on Wednesday "I have a good relationship with President Putin, but I’m a little disappointed in President Putin right now. He knows that." Zelensky has come to the US repeatedly with hat-in-hand to ask for more money, more weapons, and more intelligence support.

The war began when Russia invaded Ukraine in February 2022. The United States came to Ukraine's aid, delivering weapons and intelligence to help their fight against their neighboring aggressor. Since then, America has spent billions of dollars in an attempt to safeguard Ukraine's sovereignty. In a televised meeting shortly after taking office, Trump and Vice President JD Vance were harsh with Zelensky over his refusal to make a deal to bring peace.
